Domestic Violence Victim Support – Illinois


In Macon County, Illinois (October 2025), the State’s Attorney’s Office hired Shannon Gutierrez Seal, a domestic violence investigator, to work one-on-one with victims immediately after an arrest. This investigator visits survivors in person while the abuser is still in custody, providing emotional reassurance and helping gather follow-up evidence for prosecution. The initiative has already improved victim engagement and conviction rates, turning investigative work into direct victim advocacy.




As we expand our partnerships, we’re also laying the groundwork for more measurable local impact in support of Domestic Violence victims. Our upcoming reports will highlight how new national polices and resources translate into stronger regional safety networks and more compassionate investigative outcomes.
